once finish download the template you want,ensure you have extracted the XML template.because usually the template is contained in a zip file,

after logging in to your blogger dashboard, go to Layout => Edit HTML

Before editing your template, it is better for you to save a copy of your original template.Just click "download full template".

browse for your XML template which you wish to use it, and then press " upload".

And now you can just save it and start using it.
